While the Seaport Division is responsible for monitoring compliance by port users of the seaport rules and regulations.<\/strong><\/p><ul><li style=\"text-align: justify;\"><mark class=\"has-inline-color has-black-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Patrolling out to the anchorage area to check possible littering from the vessels.<\/mark><\/li><li><mark class=\"has-inline-color has-black-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Crowd controlling during operations of Caroline Voyager, Micronesian Navigator, and Lady Minto to ensure safety of all passengers\/port users and ensure security requirements are being followed.<\/mark><\/li><li><mark class=\"has-inline-color has-black-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Manned all three gates (PPA main gate, FSCO gate &amp; CFC gate) to the Seaport restricted areas.<\/mark><\/li><li><mark class=\"has-inline-color has-black-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Amend of Seaport Rules and Regulations pertaining to seaport tariff.<\/mark><\/li><li><mark class=\"has-inline-color has-black-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Provide pilot transportation to and from vessels, vessels clearing during arrival, issuance of departure clearance prior to departure of each vessel, and provide line handling services and line boat services when required.<\/mark><\/li><li><mark class=\"has-inline-color has-black-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Daily inspection of vehicles and personnel at the International port access gate, following procedures laid out in the Port Facility Security Plan (PFSP) as required by the International Ship and Port Security Code (ISPS Code).<\/mark><\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-63c9829\" data-id=\"63c9829\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-fa2cbf6 elementor-widget elementor-widget-alert\" data-id=\"fa2cbf6\" data-element_type=\"widget\" data-widget_type=\"alert.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-alert elementor-alert-info\" role=\"alert\">\n\t\t\t<span class=\"elementor-alert-title\">Port Overview<\/span>\n\t\t\t\t\t\t\t<span class=\"elementor-alert-description\">The Port of Pohnpei is located on the Island of Pohnpei which houses the Capital of Palikir and the National Government of the Federate States of\nMicronesia (FSM). The Port is operated by the Pohnpei Ports Authority and along with all other ports in FSM is overseen by the Department of Transport\nand infrastructure.\n\nThe Port predominantly facilitates the import of goods for domestic use which is almost exclusively containerized freight.\nThe port is broken in to 4 separate areas. The port also receives bulk fuel vessels once every 3 months. The port handles approximately 80 containers of freight per month. The<\/span><span dir=\"ltr\" role=\"presentation\"> dock is situated inside a lagoon on the North side of Kolonia. <\/span><span dir=\"ltr\" role=\"presentation\">The international dock itself is physically adjacent to the fishing and domestic dock separated by a security fence. <\/span><span dir=\"ltr\" role=\"presentation\">Containers must all be unloaded by vessel gantry crane as no container cranes or equipment are available at the dock. Containers can generally be<\/span><span dir=\"ltr\" role=\"presentation\"> unloaded at 6-10 per hour. <\/span><span dir=\"ltr\" role=\"presentation\">The international port is not congested but the limited amount handling equipment used on the port could leave the port vulnerable in times of high need.<\/span><span dir=\"ltr\" role=\"presentation\">Port handling equipment was in good condition but only a small number were available. Adjacent to the international dock is the fishing dock which is<\/span><span dir=\"ltr\" role=\"presentation\"> where tuna fishing vessels berth on the southern end of the dock. The domestic dock lays south of the fishing dock and is the home base of the three FSM government owned freight and passenger vessels the MV Caroline Voyager, the MV Micronesian Navigators and Lady Minto.<br \/><\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-eaea261 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"eaea261\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-99e30f3\" data-id=\"99e30f3\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-4ad8dc6 elementor-widget elementor-widget-heading\" data-id=\"4ad8dc6\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Port Handling Equipment<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-0d43ff5 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"0d43ff5\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-ad01c86\" data-id=\"ad01c86\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9214a63 elementor-widget elementor-widget-text-editor\" data-id=\"9214a63\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p style=\"text-align: justify;\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The port equipment is owned and operated by Federated Shipping Company Ltd (FSCO) &#8211; a private operator. The handling equipment was in good<\/span><span dir=\"ltr\" role=\"presentation\"> condition with a top loader and large forklifts available. <\/span><span dir=\"ltr\" role=\"presentation\">Smaller forklift for movement of palletized freight are available and in good condition. <\/span><span dir=\"ltr\" role=\"presentation\">The top loader moves all containers from dockside to storage and loads all tractor trailers for delivery. Consignees can also unload containers in the <\/span><span dir=\"ltr\" role=\"presentation\">storage area in lieu of delivery <\/span><span dir=\"ltr\" role=\"presentation\">There are no tug masters and all containers are stacked and loaded directly upon the <\/span><span dir=\"ltr\" role=\"presentation\">Delivery equipment (being trailer chassis) by the single top loader. FSC maintains two prime movers\/tractor for container delivery.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section regulated through the Department of Finance and Tax Administration. DFTA Customs<\/span><span dir=\"ltr\" role=\"presentation\"> officers are based in each state capital and attend the port upon the arrival of each vessel. Attendance at the port is dependent on the schedule otherwise<\/span><span dir=\"ltr\" role=\"presentation\"> customs is located at the Government administration buildings between 8am-5pm M-F<\/span><span dir=\"ltr\" role=\"presentation\">. Standard shipment documentation is required to clear customs and is processed at the port at state level.
